Yes. The roll-top closure traps air inside which keeps the bag buoyant. How long it stays afloat depends on wave conditions and how much air is trapped, but it is designed to stay on the surface long enough to recover it. A real feature, not just a selling point.

Is the roll-top closure genuinely waterproof for submersion or just splash-proof?

The roll-top closure with compression buckle creates a watertight seal that holds during submersion. Roll it down at least 3 full times and buckle it securely. Improperly sealed, no dry bag is waterproof. Done right, this one is.

Can I trust this with my phone and camera during kayaking or snorkeling?

Yes, when properly sealed. Roll the top down 3 or more times and buckle the closure. Keep it away from sharp rocks or objects that could puncture the 500D ripstop exterior. For snorkeling where the bag sits on shore or in the boat, it will keep your electronics completely dry.
